The only male (and youngest) of three, Raul was born to follow in his father's footsteps and join the force. By the time he graduated the academy, his father was high ranking enough that he pulled strings to get Raul a job. Or rather, to keep his job. Raul didn't necessarily rely on his father's prestige or money to get through school - he is really a competent officer. When he wants to be.
But that's the thing about privilege - once you have enough things handed to you enough, you lose the will to work for them. Raul can most often be found hitting on the female officers, stealing lunches, trying to get sexual favours in exchange for not giving tickets; and when he isn't serving as a distraction around the station, he's probably smoking confiscated weed in his office.
He's the hero that Nova Athenis deserves.
